Where is the security tab on properties painel?

I want to change the security on my Windows XP Home
Edition but I can't find it without having to restart the
OS and choosing the "start in security mode" option. Can
I do it without having to start my computer in security
mode?

You mean "Safe Mode".
That is the way for Windows XP Home.
