Security Tab In XP Home

Im using XP home Edition (drive formated FAT32). I know that if you start your computer in safe mode, you are able to view the security tab for folders and files. Is it possible to edit the security options (view the security tab) without starting in safe mode? I dont want to just "make the folder private"...which is the option you get in the sharing tab when not in safe mode. so if anyone knows how it can be done (if it even can), please help!

Ok...is there a way to format it NTFS without losing any of my data? Also, i have an external hard drive (connected via USB 2.0) that is formatted NTFS but the tab is not visible. Is it because of my main harddrive being formatted FAT32?
