Where is the "ruler" to use in Outlook messages?

I can't locate the (horizontal) ruler to use in Outlook messages. Where in
the heck is it? It used to very easy to use, but it seems to no longer be
available in the new version of Outlook.

You can separate the sections in your e-mail message by inserting a
horizontal line as follows:

In an open message, click the location in the message body where you want to
insert a horizontal line.
Click the Insert tab, and then in the Symbols group, click Horizontal Line.
Note You cannot insert a horizontal line in a plain text message.

If you are referring to Outlook 2007, just open a new message and look on
the upper right portion of the body of the text window. There you will see a
button that looks like a very small portion of a ruler directly above the
verticle scroll bar. Just click on it once and the ruler will appear.
