They are located in the hidden system folders:
http://www.vistax64.com/tutorials/60641-cookies.html


C:\Users\(User Name)\AppData\Roaming\Microsoft\Windows\Cookies\Low

AND

C:\Users\(User Name)\AppData\Roaming\Microsoft\Windows\Cookies
