In Outlook 2003, the mail is actually stored in a PST file. Where is it
stored in Vista Mail?

The emails are stored as individual .eml files

C:\Users\(youraccount)\AppData\Local\Microsoft\Windows Mail\Local Folders

In more files than you have email messages, mostly .eml files. They
are hidden files, though.

Tools, Options, Advanced, Maintenance, Store Folder to get the location.

it is probably a HIDDEN file so you will need to allow viewing it using Windows Explorer Tools options.

I need to reformat my PC and was wondering what the best way would be to
preserve all my Windows Mail folders and messages? If I copy all the
folders/files Dave points out, can I simply paste them back into the location
once the computer's been reformatted?

thanks!

I'd recommend copying all the files in the same directory as the .eml files.
You're likely to need some of them.
