Where do I put a file I want to start at startup?

What directory do I put a file into that I want to run
each time someone starts up?
 
C:\documents and settings\all users\start menu\programs\startup for all users

or

C:\documents and settings\USERNAME\start menu\programs\startup for one user

though I would put a shortcut to the file there, not the file.
