Where did my taskbar go?

I just installed IE 7.0 and after I re-booted, for some reason, I no longer
have my taskbar and start menu. I have gone into the control panel to try to
activate it but when I launch that icon, nothing happens. Does anyone have
any idea how I can restore this?

What happens when you press the Windows key on your keyboard?
 
Are desktop icons in there actual place ?
Can you right click desktop ?
