Where did MS hide it in 2007 ??

In 2003 -- View > Toolbars > FORMS

Where is the above in Office 2007?

It is on the [Developer] tab, in the {Controls} group and it's hidden within
the "Insert" dropdown! Both the Forms and (ActiveX) Controls toolbars are
there.

If you don't see the [Developer] tab, it too is probably hidden. Click the
Office button then choose Excel Options button at lower right of the
displayed window and in the "Popular" options group, check the "Show
Developer tab in the Ribbon"

Developer tab>Controls block>Insert>Form controls
