Where are my contacts

I have been having a problem at my office with opening new 'contacts'
lists in outlook 2003. I edited existing contact lists with updated
information and save them as .pst files.

when I try to open this .pst file in outlook (file > open > outlook
data file) from computers at my office, it does not appear. All I
have noticed is that, in the list of folders on the left side, an
additional "personal folders" folder appears with search, deleted
items and sent items in it (all empty) and the contacts .pst file that
I want to open is no where to be found.

I have run scanpst.exe and this does not make a difference.

It will be in the folder where you created it when you entered
File>New>Outlook Data File.

Are you using the All Folders option or only Mail folders?
