Where are customised Labels Saved?

I know that customised labels can't be exported, and I know that I can apply
customised labels across the network using script so...

....just for clarification, are customised labels not stored anywhere on the
users PC in a similar file as a .PAB or .PST?

You mean custom calendar color label names? THey're stored in each calendar folder, as they are specific to each folder. In other words, they're not in a separate file.
