Even if it had Vista, they would not let you configure it for your Windows Mail.
Use the Webmail access provided by your ISP, then you don't need a Vista machine.
You can access your email account (not email program) via the account's
webmail page (e.g., http://mail.MyISP.com) from any computer in the world
that's connected to the internet.

Of course this assumes you remember both your email address and your email password.
