When to split or does it matter?

I am in the process of developing a database. It is 85% complete and is
waiting to be reviewed by some of the end users to make sure it has the
functionality that they are looking for. Most likely I will not be creating
any more tables, but it is possible. It is likely I will be creating more
forms and reports. It will be split and networked with 10 to 15 users.

From the stand point of ease of development or any other factors:
Should I wait until development is more complete before splitting? Does it
matter?
Does it matter what components are complete like tables and/or forms?

I like to split before I start producing final forms and reports.
 
When more than one user...split. Keep developing and move your FE to the
users when appropriate. I've never seen an Access database that the users
truly thought to be "complete" :)
