When set to Open Exclusive, Access is shared when clicked open

Although I set my Access dbases (2000 & 2002) to open exclusive, they open
shared when the files are double-clicked open. They must be opened via the
File>Open method for the exclusivity option to work. I have problems
training my users to open files this way instead of via shortcuts or
double-clicking. Can anyone explain why double-clicking the file appears to
override the open-exclusive setting? Does anyone have a realistic solution?
