When is 100% not 100%

When working with a document at 100% view (in print view) why is its screen size not the actual size of the paper (A4 in this case)
I would presume the %age is of the real life size. To se the doc at "life size" I must choose 90
Is this normal

If your screen is not large enough to show the full size of the paper, then setting the screen size to 100% will cause the page to run off the screen. It's not 100% of the screen, it's how big it's going to be when printed. Lots of folks still have monitors that can't, with toolbars and titlebars and such, display a whole page.

Setting 100% does not necessarily make the document on screen the same
size as the document on paper. Windows (and Word) assumes that you
operate at one of only certain DPI settings (72, 96, and 120 I think).
Your monitor might or might not have exactly that many DPI on screen
depending on monitor size, resolution setting, monitor width and
height controls, and so on.
