When I protect it will not allow me to only select the unlocked ce

Hi,
I am using XP, i have never had this problem before. When I protect the
worksheet and I say that I want to only select the unlocked sells it
automatically puts a check mark in select locked cells. Anyone have any
suggestions as to what is going on. Thank you.
 
Excel defaults to allow users to select both. If you untick Select locked
cells, it works fine
