When I click on Control Pannel it take a long time load

When I click on the control pannel my computer takes a long time to load the
screen. It is the same when I click on Windows Explorer. For some reason it
is taking a very long time to read what is on the C drive. I get the little
flashlight then eventrually everything appears after about 30 to 40 seconds
