When dragging a window across the screen...

or scrolling a window down with the mouse, the window doesn't keep a
continuous movement. It seems to move frame by frame which creates a wavelike
effect and causes nausea and eyestrain. Which setting fixes this? I would
simply like the window to remain as a solid whole when dragging or scrolling.

Perhaps a combination of a higher refresh rate, faster computer along with
a faster graphics card containing more memory. OK...if not a new and faster
computer system, try adjusting the refresh rate to 72-75 Hz and installing
the proper monitor.ini file to match the monitor in use. Change the ambient
lighting, especially if in a fluorescent setting. Learn to scroll slower.

Are you referring to the Internet Explorer window?

If so, Start > Control Panel > Internet Options > Advanced > CHECK Use
smooth scrolling (Browsing, last item) > OK

If not, let us know what video device you have by going to Start > Control
Panel > Display > Settings (tab) > Display:
