Out of Office and Junk Emails not working as expected?

Outlook 2003 SP2 clients connected to Exchange 2003 Enterprise SP2 Server
We have had an issue where incoming emails that get put in the Junk Email folder still have Out of Office replies sent to the sender's email address.
I know the Junk Email "decision" is made by the client's Outlook after the message has been passed to it by the Mailbox store.
This is made based on the SCL rating.
The Out of Office message is initiated at about the same time but seems to be generated just before the Junk Email "decision" is made.
It would seem wiser to have it the other way around?
In our situation, a user has been out of the office with their Out of Office set to ON, they have received a Junk Email, this has had an Out of Office message sent back to the sender, that reply could not be sent so the user then also receives an Undeliverable message in their Inbox.
I doubt it's possible but can the OOO be swapped to occur after the Junk Email setting is applied?
