When copying a bootable

When copying a bootable partition to an empty partition, what folders and
files in the bootable partition root directory should _NOT_ be copied to the
empty partition?
 
Too general of a question, what currently resides in the bootable Partition?
and what exactly are you trying to accomplish?
How are you doing the partition copy? with what software?
Please be specific
