What's stored in Local settings\temp?

I looked at how much of my hard disk I've used and it
turns out that most space is used by
C:\Documents and settings\default\Local settings\temp
- almost eight (8) gigabytes! Out of 11 Gb disk space
used, 8 gigabytes are stored in this temp directory.
What's it used for? Can I empty this directory without
any risk or does windows XP use this?
The latest changed file is dated 13/11, 23:27. Now it's
14/11, 8:28 so I guess I should be allowed to delete it's
contents without risking any damage, right?

Anything in a folder entitled TEMP can usually be deleted without problem.
However, if I were you I would first run Disk Cleanup and see what that can
get rid of.

Think about getting a program like Window Washer which will keep
keep your temp files clean. One click and they erase any temp
file you set it up to remove. I use it almost daily. You need it
especially using I.E. because it "cookies" your computer with
hundreds of them.
