What's going on?

Is it my browser or is it the website?

1) The sign-in button doesn't appear, but the sign out button does appear.
Also am getting incorrect and/or inconsistent responses from Search.

2) I got the sign in window by indicating I wanted to post a question.
However, if you don't specify a newsgroup category before you do this, you
get a window saying that your post was not completed, or something to that
effect.

Fortunately, I've been here before, else I would have been very confused.

The web interface is generally terrible. Get a newsreader instead. Set
up OE, which should be on your machine, or get Agent
(www.forteinc.com/agent) or Thunderbird (www.mozilla.org/thunderbird).
The server name for these Microsoft groups is msnews.microsoft.com

In Outlook Express go to Tools | Accounts | Add (or New) | News.
Set up an account for this news server:

msnews.microsoft.com

The server is free and does not require you to logon. This news server
carries over 2200 newsgroups related to Microsoft products and keeps
messages at least 30 days.

Thank you. I will check them out. I've never used a newsreader, but am
curious.
