What time is it in Outloook?

I have been noticing that the time that RSS feed has been posted is an hour
later than my system time. Is there a way to change it so that RSS feed time
is the same as the system time?

For instance, I went on a website that a RSS feed. I check the time and it
matches my system time, but in Outlook that same RSS feed is saying that the
posting is an hour later.

Is the checkbox on the Time Zone tab for "Automatically adjust clock for
daylight saving changes" checked?
 
Yes, the time zone is set for DST. Since I have more than 1 email account, I
emailed myself and the time matches, it just with RSS feed. When I receive a
feed post, it would say "Posted on 4:45 PM", but my system time is 3:45 PM.
I went to the website. Could the time be set by the website?

RSS feeds would correspond to the GMT/UTC time (RFC 822 format) and any
offset would be set in the <pubDate>.
Is the time zone in Outlook Calendar Options set correctly?
