What steps do I take to set up a bubble chart in PowerPoint?

I am trying to build a bubble chart in PowerPoint. What steps do I need to
take to do this?
 
It would be easier to create this in Excel, since Excel has a better
graphing engine. Once you've created it in Excel, copy it and then go back
to PowerPoint and click on Edit => Paste Special => Select MS Office Excel
Object.
