What rights do you need to run AdminPak on a local Machine?

I have been trying to install the adminpak on a Windows XP SP1 system so that a local admin can just reset user accounts. This user does not have admin rights on the local pc and just where they need to get into the AD. Whenever the user tries this from either Run As (with a support account) or from just clicking on ADUC (Both accounts have access) the user gets Access denied. I have tried setting this user as a local administrator of the XP box the user can then access the AD. Local administrator and Power User rights on the local system are not an option for security reasons. This could become an issue with other delagation(sp?) of administration options we want to put in. Can someone help me on this?

Ok I figured it out

What you have to do is change the local user permissions to change access on the MSC files. Then recreate the shortcuts in order to make everything work.
