what is wrong with my microsoft outlook?

I an't send email on cs.com (my internet provider)using
Outlook Express. I know that Microsoft is aware of this
problem and that it had been ongoing for some time. Was
anything ever done to correct the issue? If so, can you
please tell me how to reconfigure my outlook?
