What is 'Tools, Fix broken text'

I mean it just seems to convert everything to Arial and (presumably) set a default language

Shouldn't it be - fix language, break formatting

"The Microsoft Word Font Repair Macro - designed for documents created in
Eastern European versions of Word - converts fonts to Arial when they don't
display or print correctly in a document... Once you have installed the
Word Font Repair Macro, you will find a new Fix Broken Text command on the
Tools menu."
