That folder is installed in a clean install of XP and is used by the
Windows Image Acquisition service. You need that service and that folder
if you have a camera or a scanner.
The service should be set to manual and usually is stopped, but the
folder is still under the control of some process, because as you found
out, you can't change the read-only attribute and delete it.
I'd just leave it alone. I imagine that nwwia stands for "network

Windows file protection monitors all system files. It isn't very smart and monitors all files that could be installed. There are two files that could be installed in that folder but aren't usually. The way Change Notification (the mechanism to be told if a folder changes) works is that you open a folder as if it's a file, then pass the open file to a function.. Any file changes in that folder get notoified to the program that requested it (the same happens when you open a folder but Explorer gets notified).
The two files that it is monitoring are xrxflnch.dll and xrxftplt.dll. Try copying in a file with that name (any file - just rename it) and WFP will notice a change and go get the correct version from either the dllcache folder (if it's there) or the XP CD (only if an admin is logged on). Even if it's not supposed to be installed (told you it was stupid).
