What is the setting for account lock out right

hi,

I need to give a group of user password reset and unlocked
locked out account permission, what is the setting? Under
the security advenced setting, I look in the Permission
Entry for User object. I see Change password, Reset
Password. I don't see there is one for Account LOcked
out. Is this part of some other setting?.
