It's purpose is to provide a product and income stream for Microsoft.
Rather than getting a bunch of definitions from those of us here, look
up "Database", and "Database Management System". If you're still game
beyond that, look up "Relational Database Management System".
There are lots of ways of describing Access more completely but what
would make sense to you depends on you, your business and technical
knowledge.
