I have arrived at the point where I want to distribute the Volunteer
Scheduling application I developed for this food bank to other food banks.
Apparently I must buy the Office Developer Edition to create a distribution
diskettes which allow non-Access posessing food banks to run the application.
What is the exact application name and IP address I need to purchase this
software?

You must be using an older version of Access. With Access 2007 the needed
software is a free download. It might be more cost effective to upgrade to
2007.
