what is the folder "Outlook security settings"

When leaving Outlook (logging off exchange server) Outlook just hangt in the
process of syncronizing "Outlook security settings". What is taht folder and
what does it do?
 
That folder is for controlling (among other things) the list of blocked and
allowable attachment.
 
It's a special folder used to control attachment blocking and other security
features in Outlook - see http://www.slipstick.com/outlook/esecup.htm. You
may need to delete the forms cache. See
http://www.outlookcode.com/d/formscache.htm.
