This is some idiot who is spamming the group with stupid questions. He means the terminology in the dialog for disk caching.
 
System Cache: The amount of physical (RAM) memory that is currently being
used to store recently accessed programs and data. By default, Windows XP
uses as much physical (RAM) memory as possible to cache programs and data.

Disk cache has 3 different possibilities for a definition. None of which
natively reside in RAM.
