What is the best way to secure remote access users?

Remote users want to work remotely. They are travelling across the whole
world.
They are connecting to the internet by GPRS, ISDN, analog dial-up, fixed DSL
line and so on depending on location.
What is the best way to secure their VPN connection to our LAN?

You can use these steps for security:

Use the most secure authentication protocol and encryption policy.
Create filters on the RAS Server.
Enable Quarantine by which client machines which do not meet the
requirements are not allowed to access the LAN completely.
Enable firewall.
