What is the best repackager

I want to be able to create MSI packages for AD GPO installs. I downloaded
wininstall LE but noticed it said that you needed the full version to be
able to create MST's and some other things. Any one here have any experience
/ opinions on software to create MSI packages. I am going to play with
Wininstall le to get my feet wet and then decide what I need to replace it
with if I need more functionality.

I've used Symantec Packager for some time and it's never
given me any problems. Try it out.
