What is SKURED: Error 0x7b ???

I am getting the following error msg in the MSI log file, while trying
to perform a MSI installation over the web (http):

SKURED: Error 0x7b: VerityXMLSignature: failed to open
http://our.webserver.dom/msapps/project/2k3stde/FILES/PFILES/MSOFFICE/OFFICE11/1033/03A/SKU03A.XML
SKURED: ERROR: test signature verification failed for
http://our.webserver.dom/msapps/project/2k3stde/FILES/PFILES/MSOFFICE/OFFICE11/1033/03A/SKU03A.XML
SKURED: Error 0x80004005: GetSkuRedRoot: xml signature verification
failed
SKURED: Failed to read skured data, fatal error

Any clues on what is causing the errors.
