What is SKU1E3.cab and why can't I find it?

Any time I try to install an Office update or fix my installation, Windows
Installer asks for this file. I cannot find it anywhere in my cab folders.
I have no choice but to cancel install.

I have found that when I have a user profile on my PC assigned to a
different domain than my local, that my Outlook does not load correctly;
Installer tries to setup and then cannot find the above mentioned file.
