what is Microsoft .NET Framework?

I have a few errors on my pc Microsoft installation problems and it happens
every time I run windows... does anyone know how to fix this problem??

The messege is from Microsoft .NET Framework, it tells me in a dialog box
that an unhandled exception has occured in a component in my application.
click continue and application will ignore and attempt to continue.... I
click continue then the box closes then reopens repeating the same messege. I
get this pop up everytime I just open windows xp, or start the computer...
