What is elseante and how do I get rid of it?

Basically, I open up Internet Explorer and I get these
popup-style toolbars that appear on both my toolbar and
above my start menu/taskbar. The toolbar is blue, and the
bottom one is silver with a tech-style design. The only
clue I have to this is the word "elseante," which is what
it is designated as in the right-click menu on the IE toolbar.

Help?
