What is an Excel function that will calculate rebates?

Using a tiered rebate structure I want to calculate the value of a rebate
using a formula that determines the proper payout level.

The usual approaches would use either nested IF functions (maximum of seven
in pre-2007 Excel) or a VLOOKUP function.

Specifics depend on the data for your "tiered rebate structure" and the
method you use to the "calculate the value."
