what have i done

switched on my computer (not this one) and it starts up as normal, boots up,
systems check etc my screen wallpaper comes up but no start up menu or short
cut icons, the mouse pointer moves around but nothing on a right or left
click. i can get up the task manager and that says all systems are up and
running ??? but i can see or open nothing, the last thing we were doing on
the computer was down loading files and my son had downloaded the wallpaper a
week before ? any connection.
its running on xp pro is there any way of getting into the system other than
reformatting

Try restoring the system to an earlier date prior to the problem and
see how that does.
Go to Start--> Help and Support-->system restore.

Can you start it OK in safe mode? If so then try Alan's advice of
doing a System Restore

John i can get on to the bios screen from start up is it possible to start up
in safe mode from there if i can HOW

Press F8 a few times at Bios screen until you see a screen asking
what mode you want Windows to start in select Safe mode without
networking
