I use Chinese-simplified Windows XP to make a image with Chinese-simplified
language support, check is ok, after bulid, this error appears, what does
this error mean?
I have asked this question before, and i follw the answer to change my
image's language support, but this error still appears.

It would have an effect on the runtime - basically, the error says it's
missin a resource. I'm guessing, from the error, the resource is a
localization file for MS Speech, so the damage would most likely be
missing text in Speech related UI.

If this can be faithfully reproduced, I'd urge you to report it, along
with the repro steps, to us at
