What does "this document could not be registered" mean?

Whenever I open a new document I get the message, "This document could not be
registered. It will not be possible to create links from other documents to
this document". I am also unable to paste anything, not just on Word, but
anywhere else (e-mail, internet pages, etc.) Does anyone know how to fix this
or why i'm having this problem?
