What does "Reason Denied - Empty" mean ?

I created a GPO for password policy and when I run GPMC I get the follwoing
message.

Denied GPOs hide
Name Link Location Reason Denied
Domain Password Policy Empty



What does "Reason Denied - Empty" mean ?

Where in GPMC are you seeing this? In a report, in a details page? You'll
need to be a little more specific.
