What does a send/receive error mean when receiving my messsages?

When I open Outlook and receive messages, I almost always get a "send/receive
erro!" message. I don't know if I'm not receiving some of my messages or
what's going on?

Depends on what the error says.
 
That's all the message says "Send/receive error"... At the bottom right, it
will say the percentage received, and after that the message comes up.
Sometimes I see the percentage message, but I don't receive anything, and the
message comes up. Other times, it is after I have actually received some
messages. I just don't know if I'm missing some messages or not...
