What are Windows Preinstallation Environment?
I have no idea about WinPE. How we create a bootable CD and wrire
plugins?
I have no idea how to proceed. Actually i want to boot the system from
CD-rom. And call any plugin. Plugin is a program in this CD-rom.

WinPE from Microsoft is not available for end users.

BartPE is an alternative maybe:

Bart's Preinstalled Environment (BartPE) bootable live windows CD/DVD

UBCD for Windows (uses Bart's PE)
