May brower keeps opening windows in western european
(ISO) rather than western european (WINDOWS) This means
images do not appear. How do I correct it?

Are you having imaging problem and you think it is due to your encoding? My
Encoding also opens in Western European (ISO), and I don't have imaging
problem.
