This may be due to a networking software (Cisco VPN client or other) installed. It modifies the GinaDLL entry in registry and disables FUS and Welcome Screen.
Use MVP Doug Knox's utility to fix the Welcome screen.

[Fix Logon/Restore Welcome Screen]. This should reset the default GINA in registry.

I can get my welcome screen back, it is stuck on the
default logon screen..I went to user accounts and changed
the way you log on, but nothing happens. Please anyone
who knows what to do...
