Welcome Screen is gone forever

About a year ago my sister installed a "The Simpsons" theme on this computer.
It was all in French so she asked my mom to delete it. My mom did it manually
and since then we haven't been able to have access to the Welcome Screen when
trying to login as different users. We only see the prompt that asks us to
type in our username and password. I was out of town at the time that it
happened so that is all the detail I know about how the problem happened.

I've tried going to the Control Panel > User Accounts > Change the way users
log on or off. That didn't do anything.

I assume that when my mom manually deleted the custom theme that she
accidentally deleted the file/program needed to run the Welcome Screen. I'm
not sure how to fix it. I think we have some Windows XP backup disks around
here somewhere but I wouldn't know where to start with those.

Can anyone help me get my Welcome Screen back?
 
See if this helps
Go to Start button, and then click Run. In the Open box, type "control
userpasswords2", (without the quotes) and then click OK. In the dialog box
that appears, select the Users must enter a user name and password to use
this computer check box, and then click OK.
 
When I hit Apply or OK after doing those instructions another dialog box
appears asking me the Username, Password, and Confirm Password of the user
that I want to automatically log on when the computer restarts. But I don't
want any of the users on this computer to automatically log on upon restart.
Should I hit OK anyway?

to get your welcome screen back go to control panel then user
accout---->click on change the way user log on and off----> if you have off
line files enable it will give you a choice of disabling off lines
files...you select yes....it will bring another screen witch you uncheck off
line files then you apply and ok then you click once more on "change the way
user log on and off"....then you will have another screen and you put a check
mark on "use the welcome screen" and then you can also put a check mark on
"use fast swithcing...."and you'r done

Please read what I write when I'm asking for help. My first post, second
paragraph, I said that I had already tried that and it didn't work.

Harry: I clicked OK anyway with the default username of Administrator and no
password. I restarted my computer and the prompt still appeared but an alert
popped up saying that it was unable to log on the current user or something
like that. So I hit OK on the alert and typed my name and now I'm logged on
and changed that control userpasswords2 back to the way it was before.

So now I'm back to square one.

Do think the reason is because there is a file missing?

Yes, as you can change what level a user has with their logons.
 
Did you still have to type in a name and password when at the Welcome screen?

If so, go the same route Harry suggested earlier, and when you get the Userpasswords applet up, click on the Advanced tab at the top. Then if the box in the Secure logon section is checked, uncheck it, and see what happens.

If 'Users must give a Username' is checked, and then apply, you should
not be asked to specify a user, and the users should appear on Welcome.
You may need to uncheck, Apply (choosing any name) and then check again
and Apply to get crossed wires sorted.

Also check User Accounts - Change way users log on, to ensure that Use
Welcome Screen is selected

Charlie did you find the system disks you mentioned earlier? If you have one
that is clearly marked as Windows XP then you could try running the System
File Checker to see if it will locate and restore any corrupt or damaged
system files. Pop the XP CD into the drive and cancel the Install screen. Go
to Start->Run and type SFC /SCANNOW and click OK. Let the process complete
which will take several minutes or longer) When finished remove the XP CD
and reboot.

If that doesn't help then you could try a Repair Install. Take this link and
look at How To Run A Repair Install

you do this. HOWEVER if your system disks say that they are Recovery Disks
or Restore Disks then be very careful with them as they might revert your
system back to the same state it was in at time of purchase which will wipe
everything currently on the computer.
