Welcome screen does not appear after user logs out

I have a number of users on a stand-alone Windows XP SP2 system. When one
particular user logs out, the screen goes blank and no actions with keyboard
or mouse will give me a welcome screen, ctrl alt delete does nothing,
pressing the reset button on the computer does nothing, I have to actually
switch the power off then on at the wall outlet and do a cold boot before
another user can work on the computer.
Some hints as to possible cause would be appreciated.
