welcome screen and fastuser switching

when i turn my computer on it doesn't go to the welcome screen and fastuser
switching. when i go to user account in control panel and try to activate it
i get a recently installed program as disabled it. it tells me to uninstall
the program but does not say what program it is. it gives me a file name
RtlGina2.dll but when i open it it still does not tell me the name of the
program. any help on finding out the program would be appreciated
